The Government is currently exploring opportunities for private sector involvement in renewable energy and water management projects, including electricity generation and distribution.
Along with the modernization of the infrastructure and the development of agriculture, as well as tourism sectors, a number of initiatives, including the creation of special economic zones and industrial parks, have been put forward to promote more active participation of the private sector.
According to the information of Central Bank of the Republic of Azerbaijan, 4.1 billion U.S. dollars worth direct foreign investment was invested in Azerbaijan's economy in 2018.

Azerbaijan continues to increase its efficiency and competitiveness to be superior to its competitors and to ensure long-term sustainability of the economy. The country is closely cooperating with the business community to attract foreign companies and investors.

THE INVESTMENT PROMOTION DOCUMENT

The Investment Promotion Document is issued by the Ministry of Economy of the Republic of Azerbaijan. In order to obtain ITS, the entrepreneur must submit the following documents together with the application:

• A copy of the certificate of registration as a taxpayer;
• A document certifying that 10% of the estimated amount is invested in the project;
• Business plan that well underlined the relevant criteria.

QUALIFIED STAFF

In the "Global Competitiveness Report for 2018", Azerbaijan ranks 31st out of 140 countries in terms of ease of finding qualified staffs. Almost half of the country's population is economically active. The highest employment rate in the region is in Azerbaijan (95%). Literacy rate in the country is 99.8%. Each year about 30,000 students graduate from higher education institutions. A large number of Azerbaijani students study at the prestigious universities of the world. The existence of qualified staff in the country is a good opportunity for investors and entrepreneurs.

AVAILABLE MECHANISMS FOR PROMOTION OF INVESTMENT IN TOURISM SECTOR

• Privileges provided by Investment Promotion Document - Entrepreneurs are offered to obtain Investment Promotion Document (IPD) to encourage investment in tourism. Owners of the IPD can benefit from tax and customs privileges for a period of 7 years.

• Customs privileges - If the tourism-related investment projects are carried out in mountainous areas at a height of more than 1,300 meters above sea level, imported goods are exempt from customs duties. This is valid only for the cases where it is not possible to meet the current needs at the cost of the local commodity and materials to implement the project.

DIVERSIFICATION OF ECONOMY

In order to diversify the economy, Azerbaijan is actively trying to attract long-term foreign direct investments to large-scale infrastructure projects. In this regard, the Investment Action Plan of the Trans-European Transport Network (TEN-T) developed by the EU and the World Bank can be mentioned. The investment plan, valued at almost 13 billion euros, includes projects for the construction and rehabilitation of new and existing roads, railways, sea and airports, as well as logistics centers and border crossing points. The project aims to introduce major reforms related to the transport sector and improve regional road safety.

FERTILE CONDITION FOR INVESTMENT

• Rich legal base in the field of investment activity (Laws of the Republic of Azerbaijan "On Investment Activity", "On Protection of Foreign Investments ", "On the termination of inspections in the field of entrepreneurship" and etc.).
• 263 billion U.S. dollars investment in the country's economy (including: 133.7 billion U.S. dollars in foreign investment; 129.3 billion U.S. dollars in domestic investment)
• International agreements with 49 countries on "Promotion and Mutual Protection of Investment ".

5 KEY FACTORS THAT ENCOURAGE COMPANIES TO INVEST IN AZERBAIJAN

MIGRATION PRIVILEGES

• If a foreigner invests at least 500,000 AZN in the country's economy, he / she can obtain temporary or permanent residence permit in Azerbaijan;
• Only those who invest in the country's economy are permitted to have a valid temporary residence permit for up to 3 years and can be extended up to three years every time;
• Those who engage in entrepreneurial activity in the country are not required to obtain a work permit.
